The final CEMP must identify the perceived risks to the aquatic environment, potential pollution pathways and mitigation measures to negate such risks. The final CEMP must, as a minimum, include the mitigation measures included within the outline CEMP as well as: a) Construction Method Statement(s) - including details of construction and excavation and timing of works; b) Pollution Prevention Plan – including details of a suitable buffer of 10m between the location all construction works, refuelling, storage of excavated spoil/oil/fuel/substrate/construction materials/machinery, concrete mixing and washing areas and any watercourses or any surface drains present on or adjacent to the site. c) Site Drainage Plan; including details of Sustainable Drainage Systems (SuDS), foul waste disposal, surface water disposal/treatment and silt management measures; d) Spoil Management Plan; including location of spoil storage areas outwith the 10m buffer zone, management and handling of spoil and details of the reinstatement of excavated spoil; e) Environmental Emergency Plan; including details of emergency spill procedures and regular inspections of machinery onsite; f) Water Quality Monitoring Plan; g) Details of mitigation measures to protect badgers; h) Details of the appointment of an Ecological Clerk of Works and their roles and responsibilities. The final approved CEMP shall be fully implemented and adhered to during the construction phase to the reasonable satisfaction of the Council. Reason: To ensure effective avoidance and mitigation measures have been planned for the protection of the water environment and designated sites.

This report must demonstrate that all the measures outlined in Section 10 of the RPS report entitled Proposed Residential Development, Rathgael Road, Bangor, Remedial Strategy referenced IBR0736 and bearing the Council date stamp 17th June 2016 have been fully implemented. The Verification Report shall demonstrate the successful completion of the remediation works and that the site is now fit for end-use. It must demonstrate that the identified potential pollutant linkages are effectively broken. The Verification Report shall be in accordance with current best practice and guidance as outlined by the Environment Agency. In particular, this Verification Report must demonstrate: a) Full Details of the installation and depths of the clean cover barriers have been confirmed as per layout. b) All fuel transfer lines and all associated pipework have been traced and removed in accordance with PPG 2 Above Ground Oil Storage Tanks. All remaining soils (or base and side-walls of all excavations) have been sampled and proven suitable for the proposed end-use. c) The hotspots of heavy metal and hydrocarbon contamination have been removed by excavation to a depth of 0.5m below the depth of the exceedance. All remaining soils (or base and side-walls of all excavations) have been sampled and demonstrably proven suitable for the proposed end-use. d) All imported soil brought on to the site has been accompanied by traceability documentation and has been demonstrably proven to be suitable for the end use.
