Justification StatementThis application seeks consent to undertake minor crown lifting and light-touch pruning works to several trees located within a managed residential scheme for elderly occupants. The proposed works are intended to increase natural light levels to nearby properties, communal footpaths, and parking areas, thereby improving visibility, safety, and general amenity for residents. The works are limited, proportionate, and designed to avoid any long-term impact on tree health or amenity value. Tree Work: Recommendations, retaining the trees? natural form and avoiding the creation of large pruning wounds.T1 ? Sycamore - Crown lift on the footpath side by removing secondary and sub-lateral branches only to achieve approximately 3.0 m vertical clearance between ground level and the lowest foliage tipsJustification:To increase daylight to adjacent properties. To improve light and visibility along the footpath used by elderly residents. To provide adequate clearance for safe pedestrian access.Works are minimal and do not involve the removal of primary branches.G4 ? Group of 3x Copper Norway MapleCrown lift by removing secondary and sub-lateral branch growth only to achieve approximately 3.0 m vertical clearance over the footpath and car parking areas.Justification:To allow more natural light into the properties and communal areas. To increase safety by improving visibility for pedestrians and vehicle manoeuvring. To raise the crown uniformly without altering the trees? natural shape.Individual pruning wounds will not exceed 50 mm.T2 ? Western Red CedarCrown lift by removing secondary and sub-lateral branches only to achieve approximately 4.0 m vertical clearance above the footpath.Justification:To improve light levels and reduce shading to nearby dwellings. To ensure safe clearance for pedestrians, mobility scooters, and maintenance access. T1 1 Veteran Oak (Quercus robur)The proposed works relate to the careful management of a mature Veteran Oak in order to maintain the tree in a safe condition while retaining its long-term amenity and ecological value.A programme of selective deadwood removal is proposed throughout the canopy to remove dead branch material up to approximately 100 mm in diameter, where reasonably practicable. The removal of smaller deadwood will help to reduce the risk of falling debris within the immediate vicinity of the tree, particularly in relation to nearby residential garden areas and potential target zones. In recognition of the tree?s veteran status, larger diameter deadwood will be retained where appropriate to preserve important habitat features and ecological value associated with veteran trees. In addition, it is proposed to reduce one primary limb extending over the garden area of 51 Drake Avenue (SE Aspect) by selectively pruning secondary and sub-lateral branch growth only, removing approximately 2.0 metres from the branch tips. This limited end-weight reduction will help to reduce encroachment over the neighbouring property and lessen the mechanical loading at the extremities of the limb, while fully retaining the primary structural framework of the branch and the overall form of the tree. The proposed works represent minor, sympathetic arboricultural management intended to maintain the tree in a safe and sustainable condition without materially altering its appearance or amenity contribution. Particular care will be taken to ensure that the tree?s veteran characteristics, habitat value, and natural crown structure are preserved. All pruning will be undertaken to suitable growth points using appropriate arboricultural techniques and carried out in accordance with BS 3998:2010 Tree Work: Recommendations. The proposed works are therefore considered proportionate, necessary, and in the interests of good arboricultural practice, helping to ensure the ongoing safe

Oak T1 - Proposed work: Fell.Justification: The tree exhibits a pronounced lean with a restricted rooting environment, resulting in reduced structural stability. Removal is appropriate due to limited long-term retention potential. Natural regeneration is generally expected and seen as a suitable strategy for this species.Oak T2 - Proposed work: Re-coppice to previous points.Justification: Evidence of decay within the lower stem. Re-coppicing helps restore a stable coppice stool and keeps the tree contributing to the hedge structure. Natural regeneration is generally expected and seen as a suitable replacement strategy for this species.Oak T3 - Proposed work: Fell.Justification: Significant lean combined with constrained rooting space, limiting safe future development. Removal is appropriate given the low long-term viability. Natural regeneration is generally expected and seen as a suitable strategy for this species.Oak T4 - Re-coppice to previous points.Justification: Decay is present in the lower stem. Re-coppicing helps restore a stable coppice stool and keeps the tree contributing to the hedge structure. Natural regeneration is generally expected and seen as a suitable replacement strategy for this species.Sycamore T5 - Proposed work: Crown reduction by up to 2m, maintaining natural form.Justification: Works intended to manage crown spread and maintain appropriate clearance while retaining tree health and amenity value. The tree lost its stability and possibly some roots when the neighbouring wall collapsed last year.Oak T6 - Proposed work: Remove the lowest-order branch only.Justification: Minor branch removal required to facilitate access for larger vehicles. The branch is of small diameter with an acceptable 3:1 ratio, and removal will not adversely affect the tree's form or vitality.

What these statistics cover

These figures describe applications collected by PlanningTrack for Torbay Council, across all dates currently available. They are a partial dataset, rather than an authority-wide performance measure. The date range does not establish continuous historical coverage.

The approval percentage is approved records divided by approved plus refused records. Pending, withdrawn and unknown outcomes are excluded. No percentage is shown until there is an approved or refused record.
