Council planning record

I'm not sure exactly what type of tree this is in my garden however I believe it is an Oak (T3). The tree is 3 times the size of my house (picture included), I was told when I moved in that this tree was protected and that It would be checked often ... 2 years 3 months later nobody has checked the tree. I have had a number of branches fall off and they could most definitely cause damage and pinecones most days, the tree takes over my whole garden, I have no sun whatsoever. I have spent a lot of money to do my garden and try and make it work with the tree however the tree has ruined the whole garden with the amount that drops off each day. The main reason behind my request to remove the tree is because I am suffering severe anxiety about it, on windy evenings and the recent storms I do not want to stay in my house because the tree falling. Or even a branch falling terrifies me. I am a childminder and I honestly do not feel comfortable with the children being in the garden, I have a dog and a pinecone has nearly fallen on her a number of times. This tree and the branches on it do not feel safe I am desperate for it to go and my neighbours feels the same. I am very aware of the man that is paralysed from a tree breakage in Walker close as well and this is someone known to my family, the situation is horrible and I can't help but hold this worry for myself, the children I care for, my neighbours, my future children and pets. (T15 on TPO Cedar).
