  1. This application requires biodiversity net gain consideration
  2. This application is claiming an exemption from biodiversity net gain.
  3. The proposal is unacceptable in principle as it would result in the loss of a building which can be used for Class C3 purposes as a single family dwellinghouse, which would be contrary to Core Policies 3 and 4 of the Council’s adopted Local Development Framework Core Strategy 2006 – 2026.
  4. The change of use and nil parking spaces proposed would fail to adequately serve the number of residents on site. The proposed intensification of the occupation of the site would result in an increase in on-street parking along Ragstone Road and Martin Road, which are Residents Only Permit streets and which are already subject to high levels of parking stress. There is no guarantee that permits will be granted for all residents. Additional on-street parking associated with the proposed development would likely lead to obstruction, dangerous or otherwise inconvenient parking which would be detrimental to safety of highway users including pedestrians. This conflicts with the requirements of Saved Policies T2 and H20 of the Slough Local Plan (2004), Core Policy 7 of the Core Strategy (2008) and Paragraphs 115-117 of the National Planning Policy Framework (2024).
  5. It is the view of the Local Planning Authority that the proposed development does not improve the economic, social and environmental conditions of the area for the reasons given in this notice and it is not in accordance with the National Planning Policy Framework.
