The proposals would fail to respect the design and character of the existing dwelling, as a result of the proposed rear dormer and changes to fenestration. The proposed dormer would result in a top-heavy appearance to the rear elevation which would be readily seen from the public realm and would fail to appear visually subordinate to the host dwelling. Furthermore, the proposals would not provide adequate outdoor amenity space which is indicative of poor design and an overdevelopment of the plot. The proposals are therefore contrary to EX34 and EX48 of the Residential Extensions Guidelines SPD (2010), Saved Policies EN1, EN2, H14 and H15 of the Slough Local Plan (2004), Core Policy 8 of the Core Strategy (2008) and Paragraphs 131 and 135 of the National Planning Policy Framework (2024).
The proposals involve an increase in the number of bedrooms and subsequently an increased parking requirement but the site has no on-site parking provision. As such, the proposals would increase the parking stress on-street, with indiscriminate and inconvenient parking likely to give rise to highway safety issues. The proposals are therefore contrary to Saved Policy T2 of the Slough Local Plan (2004), Core Policy 7 of the Core Strategy (2008) and contrary to Paragraphs 115-117 of the National Planning Policy Framework (2024).
It is the view of the Local Planning Authority that the proposed development does not improve the economic, social and environmental conditions of the area for the reasons given in this notice and it is not in accordance with the National Planning Policy Framework.
