The proposed first floor side extension and associated roof design, by virtue of its excessive scale, massing and design would represent a discordant, jarring and incongruous addition to the host property. The proposal would fail to respect the roof form and proportions of the main dwelling, thus resulting in an inharmonious and unsympathetic addition to the property and causing visual harm to the streetscene and local character. The proposal represents poor design contrary to the National Planning Policy Framework, Core Policy 8 of the Slough Core Strategy 2006 - 2026 (adopted 2008), Policies H15, EN1 and EN2 of the Slough Local Plan (adopted 2004) and the Slough Residential Extension Guidelines (adopted 2010).
The development hereby refused was submitted with the following plans and drawings: - Existing Floor Plans and Elevations, Drg No. GA.01 - Proposed Floor Plans and Elevations, Drg No. GA.02 Rev A - Location and Block Plan, Drg No. GA.03
It is the view of the Local Planning Authority that the proposed development does not improve the economic, social and environmental conditions of the area for the reasons given in this notice and it is not in accordance with the National Planning Policy Framework.
The proposal would provide insufficient off-street parking provision and the development would be likely to lead to increased pavement parking to the detriment of highway and pedestrian safety, contrary to the provisions of Core Policy 7 of Slough Core Strategy 2006-2026 (adopted 2008) and Policy T2 of the Slough Local Plan (adopted 2004).
The proposal, by reason of its size, siting, height and siting on the boundary with No. 166 Langley Road, would have an overly dominant and overbearing appearance when viewed from the gardens of these neighbouring properties. The proposal would also result in a significant level of overshadowing and loss of sunlight within the rear garden, particularly given its southern location. As such, the proposal would have a detrimental impact upon the amenities of the occupiers of the neighbouring residential properties, contrary to the provisions of Policy H13 of the Adopted Local Plan for Slough 2004 and the National Planning Policy Framework.
