The application site is occupied by unlawful development including the erection of a breeze block boundary wall, breeze block walls demarcating a single storey extension which has not been previously consented to, and the erection of an outbuilding which is not incidental to the host dwelling. Although the unlawful outbuilding has not been shown on the submitted drawings, it existence results in substandard amenity space being retained to serve the original dwellinghouse. Officers sought to work with the applicant and their agent and requested that this unlawful development be regularised, however the applicant has refused to do so. As such, the drawings do not accurately reflect the site's layout or lawful use as a single dwellinghouse. There is no certainty over what is actually being proposed in this instance, given the unlawful development that occupies the site and the inaccurate drawings submitted, and the LPA cannot therefore be satisfied that the proposals would comply with the Development Plan including Saved Policies EN1, EN2, H14 and H15 of the Slough Local Plan (2004) and Core Policy 8 of the Core Strategy (2008).
The proposed extensions, by virtue of their positioning, width, depth, height, massing and bulk, would breach an established building line in Lincoln Way and Washington Drive and would therefore result in undue prominence and incongruity when viewed from these highways and from neighbouring land. The proposals in their totality and when taken with existing unlawful development on site, would fail to appear visually subordinate to the host dwelling and fail to respect its design, form and character. The proposals are therefore contrary to Saved Policies EN1, EN2 and H15 of the Slough Local Plan (2004), Core Policy 8 of the Core Strategy (2008), and contrary to DP1, DP2, DP3, EX12, EX13, EX26, EX27, EX28, EX31 and EX48 of the Residential Extensions Guidelines SPD (2010).
It is the view of the Local Planning Authority that the proposed development does not improve the economic, social and environmental conditions of the area for the reasons given in this notice and it is not in accordance with the National Planning Policy Framework.

Planning permission cannot be granted for this proposal as the plans are inconsistent and therefore it is not possible to verify whether the development would comply with the policies in the development plan.
The proposed first-floor rear extension, by virtue of its positioning, height, depth, width, massing and bulk would adversely affect outlook from No.25 Lincoln Way’s nearest window in their rear elevation and would result in loss of sunlight, reducing their amenity to levels below that which they could reasonably expect to enjoy. As such, the proposals are contrary to DP6, DP7, EX26 and EX27 of the Residential Extensions Guidelines SPD (2010), Saved Policies EN1, EN2 and H15 of the Slough Local Plan (2004) and contrary to Core Policy 8 of the Core Strategy (2008).
