The proposed dwelling, by virtue of the width and siting would result in a dominating and overpowering addition to the streetscene which would detract from the character and appearance and result in the infilling of a part of land that had historically been intended for public open space. This would fall contrary to Core Policy 8 of the Slough Local Development Framework Core Strategy (2006 - 2026) Development Plan Document December 2008, Policies, OSC8, H15, EN1, EN2 and EN3 of the Adopted Local Plan for Slough 2004, the Residential Extensions Guidelines, Supplementary Planning Document, Adopted January 2010, and the National Planning Policy Framework.
The development hereby refused was submitted with the following plans and drawings: (a) Site Location Plan, Dated 01/12/2021, Received 11/11/2025 (b) Drawing No. 01001, Dated 11/2025, Received 11/11/2025 (c) Drawing No. 01002, Dated 11/2025, Received 11/11/2025 (d) Design Statement, Received 11/11/2025
It is the view of the Local Planning Authority that the proposed development does not improve the economic, social and environmental conditions of the area for the reasons given in this notice and it is not in accordance with the National Planning Policy Framework. In accordance with paragraph 38 of the NPPF, the Council takes a positive and proactive approach to development proposals, focused on solutions. To assist applicants in submitting development proposals, the Local Planning Authority (LPA) has produced planning policies and written guidance to guide applicants when submitting applications. These are all available on the Council's website. A pre-application advice service is also offered. The applicant did not seek to engage with the LPA prior to the submission of this application through the established formal pre-application advice service. In accordance with paragraph 40 of the NPPF, the applicant is encouraged to utilise this service prior to the submission of any future formal planning applications, in order to engage pro-actively with the LPA to discuss possible solutions to the reasons for refusal.
The development fails to provide car parking in accordance with adopted Slough Borough Council standards for the proposed residential use. If permitted, then the proposals would lead to additional on-street car parking close to the junction of the fairly heavily trafficked Langley Road. This could result in the obstruction of the access, visibility splays, cause pavement parking or obstruct access by emergency vehicles which would be detrimental to safety for users of the highway including pedestrians. The development is contrary to Slough Borough Council Local Plan Policies T2 and H15, Core Policy 7 of the Core Strategy and and the NPPF 2024.
The proposal results in an overdevelopment of the site as it fails to provide sufficient external amenity space for both the new dwelling and host dwelling in conflict with the the minimum requirements of the Council’s adopted standards. The proposal would therefore conflict with H14 and H15 of the Local Plan 2004 and EX48 of the Slough Residential Extension Guidelines 2010.
A holding objection is raised as insufficient information has been provided to demonstrate that the property would be constructed and implemented for the purposes of self-build as defined in section 1(A1) of the Self-build and Custom Housebuilding Act 2015 and that the development is exempt from providing a 10% Biodiversity Net Gain. The proposal would therefore fail to comply with schedule 7A of the Town and Country Planning Act 1990, Core Policy 9 of the Core Strategy and paragraph 187 of the National Planning Policy Framework (2024).
