The raising of the ridge height and the oversized dormers result in an unduly prominent development that dominates both the existing dwelling and the streetscene at this corner plot location. The overall scale, height, width, depth, massing and bulk of the dormers results in a top-heavy appearance which is significantly out of keeping with other properties in Chestnut Avenue and Downs Road. Furthermore, the choice of materials and incongruous roof tiles adversely affect the character of the dwelling and streetscene. The proposals are therefore contrary to Saved Policies EN1, EN2 and H15 of the Slough Local Plan (2004), DP3, DP4, EX33, EX34 and EX35 of the Residential Extensions Guidelines SPD (2010), Core Policy 8 of the Core Strategy (2008) and Paragraphs 131 and 135 of the National Planning Policy Framework (2024).
It is the view of the Local Planning Authority that the proposed development does not improve the economic, social and environmental conditions of the area for the reasons given in this notice and it is not in accordance with the National Planning Policy Framework.
The drawings submitted do not accurately reflect the as-built development, particularly with regard to the location, size, type and height of window openings. In the absence of accurate drawings, the Local Planning Authority is unable to grant planning permission as the applicant would be in immediate breach of a planning condition relating to drawings which is required for the avoidance of doubt. Had the LPA otherwise been in a position to support the application, then amended drawings would have been sought.
Had the above reason for refusal not applied, then the Local Planning Authority would have required the side facing windows in the dormers to be obscured to prevent overlooking of No.17a Chestnut Avenue. This would mean that the second floor bedrooms’ only outlook would be the relatively small windows in the front and rear elevations. The internal living conditions within these two bedrooms would be inadequate and oppressive. As such the proposals are poor design and contrary to Saved Policies EN1, EN2 and H15 of the Slough Local Plan (2004), Core Policy 8 of the Slough Core Strategy (2008) and contrary to Paragraphs 131 and 135 of the National Planning Policy Framework (2024).
