The proposed two-storey dwelling would have an unsympathetic and poor relationship with the terrace that it would adjoin, due to its layout, form and proportions, together with its lack of fenestration which fails to provide an active frontage. In addition, the proposed bungalow would appear incongruous when viewed within the context of surrounding development by virtue of its positioning tight up to the footway, the due to being the only detached bungalow in the area and appearing visually divorced and incongruous from neighbouring development. When considered cumulatively, these characteristics would create a development scheme that would appear as an unsympathetic, cramped and poorly designed form of development, when viewed within the context of the surrounding street-scene. As such, the proposal would fail to comply with Policies EN1, EN2, H13 and H15 of the Local Plan and Core Policy 8 of the Core Strategy.
The positioning of the bungalow against the footway with a lack of defensible space would potentially result in disturbance for its future occupiers and a risk of crime coupled with poor levels of privacy to the bedroom / study. There would be an under provision of floorspace when assessed against the Government’s National Described Space Standards when considering the study could be used as a bedroom. Furthermore, the rear garden would not provide a good level of external amenity space. As such, the bungalow would not provide a high quality design that is practical and safe, or a living environment that would afford a high standard of amenity for future users. This fails to comply with Policy EN5 of the Local Plan 2004, Core Policy 8 of the Core Strategy 2008, and the requirements of the National Planning Policy Framework 2024.
Insufficient information has been submitted to demonstrate that the proposed layout would provide acceptable and practical parking provisions that would not create a situation that would result in hazards to the local highway network and highway / pedestrian safety. As such, the application fails to comply with Core Policy 7 of the Slough Local Development Framework, Core Strategy 2006 – 2026 and Policy T2 of The Adopted Local Plan for Slough 2004 as well as the Residential Extensions Supplementary Planning Document.
In dealing with this application, the Local Planning Authority has decided that there are no small amendments that would make the proposed development acceptable and therefore none were requested. The applicant did not seek pre-application advice. The applicant attempted to submit a revised plan to address the highway issues however this would have required a re-consultation with the local highway authority. Given there are other fundamental issues with the proposal, the local highway authority was not re consulted and a refusal based on the information originally submitted was considered the most expedient and appropriate route to determination. It is the view of the Local Planning Authority that the proposed development does not improve the economic, social and environmental conditions of the area for the reasons given in this notice and it is not in accordance with the National Planning Policy Framework.
