The proposed garage extension and attached outbuilding, by reason of their siting immediately adjacent to the host dwelling and in close proximity to a ground floor bedroom window serving a habitable room, would result in a cramped and contrived form of development which would fail to relate satisfactorily to the host dwelling and would constitute an overdevelopment of the available space. Furthermore, the proposal would result in an overbearing relationship to the bedroom window, giving rise to a poor outlook, overbearing impacts and an unacceptable sense of enclosure which would be detrimental to the residential amenities of existing and future occupiers of the dwelling. The proposal is therefore contrary to Core Policy CP8 of the Slough Core Strategy, Policies EX38 and EX39 of the Residential Extensions Guidelines SPD (2010) and the National Planning Policy Framework 2026.
The development hereby refused was submitted with the following plans and drawings: - Site and location plans, Drg No. 1832/1 - Proposed ground floor plan, Drg No. 1832/2 - Existing garage plan and elevations, Drg No. 1832/4
It is the view of the Local Planning Authority that the proposed development does not improve the economic, social and environmental conditions of the area for the reasons given in this notice and it is not in accordance with the National Planning Policy Framework.
The proposed outbuilding, by reason of its siting directly adjacent to the shared boundary with No. 4 Greystoke Road and its excessive overall length along that boundary, would result in an overbearing and visually intrusive form of development which would create an unacceptable sense of enclosure for occupiers of the neighbouring property when using their rear garden. The proposal would therefore cause material harm to the residential amenities of the occupiers of No. 4 Greystoke Road, contrary to Core Policy CP8 of the Slough Core Strategy, the aims and objectives of the Residential Extensions Guidelines SPD (2010) and the National Planning Policy Framework 2026.
