The proposal is unacceptable in principle as it would result in the loss of a building which can be used for Class C3 purposes as a single family dwelling house or Class C4 as a small HMO to a Sui Generis HMO use, which would be contrary to Core Policies 3 and 4 of the Council’s adopted Local Development Framework Core Strategy 2006 – 2026
The proposal would result in a cramped and overly-intensive use that would be to the detriment of the neighbouring and occupants’ residential amenities and living standards by means of increased comings-and-goings and noise disturbance. This would set a precedent for similar proposals that would result in a cumulative impact of increasing numbers of residents to the area in substandard accommodation. The proposal would there be contrary to Core Policy 8 of the Council’s adopted Local Development Framework Core Strategy 2006 – 2026 and contrary to Policy H20 (saved policy) of the adopted Slough Local Plan 2004 the Slough Local Plan (2004) and contrary to the National Planning Policy Framework (2024).
The development hereby refused was submitted with the following plans and drawings: (a) Drawing No. PL-01 Rev P1, Dated 13/10/2025, Received 24/10/2025 (b) Drawing No. EX-01 Rev P1, Dated 13/10/2025, Received 24/10/2025 (c) Planning Statement, Dated 10/2025, Received 24/10/2025
The Local Planning Authority consider that the application could not be made acceptable through requesting amendments, without substantially changing the nature of the proposal. It is the view of the Local Planning Authority that the proposed development does not improve the economic, social and environmental conditions of the area for the reasons given in this notice and it is not in accordance with the National Planning Policy Framework.
