The development, as proposed, by virtue of the scale, bulk, massing, utilitarian appearance and due to their bland box design, position and overall size they would appear unduly large, visually unbalanced, contrived and incongruous, resulting in a dominating and overpowering addition to the host property, which detracts from the character and appearance of the host property and fails to reflect the predominant pattern of development within the area. The proposal therefore falls contrary to Core Policy 8 of the Slough Local Development Framework Core Strategy (2006 - 2026) Development Plan Document December 2008, Policies H15, EN1 and EN2 of Slough Local Plan (Adopted 2004), the Slough Residential Extension Guidelines Supplementary Planning Document (Adopted 2010) and the National Planning Policy Framework.

It is the view of the Local Planning Authority that the proposed development does not improve the economic, social and environmental conditions of the area for the reasons given in this notice and it is not in accordance with the National Planning Policy Framework.
In accordance with paragraph 39 of the NPPF, the Council takes a positive and proactive approach to development proposals, focused on solutions. To assist applicants in submitting development proposals, the Local Planning Authority (LPA) has produced planning policies and written guidance to guide applicants when submitting applications. These are all available on the Council's website. A pre-application advice service is also offered. The applicant did not seek to engage with the LPA prior to the submission of this application through the established formal pre-application advice service. In accordance with paragraph 40 of the NPPF, the applicant is encouraged to utilise this service prior to the submission of any future formal planning applications, in order to engage pro-actively with the LPA to discuss possible solutions to the reasons for refusal.
