This application requires biodiversity net gain consideration
The development hereby permitted shall be commenced within three years from the date of this permission. REASON To prevent the accumulation of planning permissions, and to enable the Council to review the suitability of the development in the light of altered circumstances and to comply with the provisions of Section 91 of the Town and Country Planning Act 1990.
The development hereby approved shall be implemented only in accordance with the following plans and drawings hereby approved by the Local Planning Authority: (a) Drawing No. SH0563-1, Dated December 2025, Recd On 05/01/2026 (b) Drawing No. SH0563-2, Dated November 2025, Recd On 05/01/2026 (c) Drawing No. SH0563-5, Dated December 2025, Recd On 23/12/2025 (d) Drawing No. SH0563-6, Dated December 2025, Recd On 23/12/2025 (e) Drawing No. SH0563-8, Dated January 2026, Recd On 05/01/2026 (f) Drawing No. EVA-22D-SE-RFID Datasheet, Recd On 23/12/2025 REASON To ensure that the site is developed in accordance with the submitted application and to ensure that the proposed development does not prejudice the amenity of the area and to comply with the Policies in the Development Plan.
No development shall commence until details of the new means of access are submitted to and approved in writing by the Local Planning Authority and the access shall be formed, laid out and constructed in accordance with the details approved prior to first use of the development. REASON To ensure that the proposed development does not prejudice the free flow of traffic or conditions prejudicial of general safety along the neighbouring highway.
No development shall commence (with the exception of the construction of the access) until details of the control measures to prevent vehicles parking within the turning head have been submitted to and approved in writing by the Local Planning Authority. Such measures to include road markings and appropriate signage which should be submitted to the LPA. The development shall thereafter be carried out in accordance with the approved details before first use and any approved measures retained in perpetuity. REASON To ensure that vehicles can turn within the site and exit in a forward gear and to ensure that the proposed development does not prejudice the free flow of traffic or conditions of general safety along the neighbouring highway.
The area of land forward of the vehicular vision splay shall be permanently kept free of all obstructions exceeding 600mm. REASON To ensure that the proposed development does not prejudice the free flow of traffic or conditions of general pedestrian safety along the neighbouring highway.
The development shall not be brought into first use until the footpath shown on the approved plans has been constructed in full and is ready for use by pedestrians accessing the site. REASON To ensure that pedestrians can safely access the site by foot without walking on the main highway in accordance with the National Planning Policy Framework (2024).
No development (excluding the creation of a site access) shall be commenced until a detailed landscaping and tree planting scheme has been submitted to and approved in writing by the Local Planning Authority. This scheme should include the trees and shrubs to be retained and/or removed and the type, density, position and heights of new trees and hedgerows/shrubs. The approved scheme shall be carried out no later than the first planting season following completion of the development. Within a five year period following the implementation of the scheme, if any of the new or retained trees or shrubs should die, are removed or become seriously damaged or diseased, then they shall be replaced in the next planting season with another of the same species and size as agreed in the landscaping tree planting scheme by the Local Planning Authority. REASON In the interests of the visual amenity of the area and accordance with Policy EN3 of The Adopted Local Plan for Slough 2004.
Notwithstanding the Enhancement Strategy submitted, details of the proposed ecological enhancements having regard to Condition 6 shall be submitted and approved by the Local Planning Authority prior to first use of the development. The approved ecological enhancements shall be carried out no later than the first planting season in accordance with Condition 6 above. REASON In the interests of the visual amenity of the area and to compensate and provide for biodiversity enhancements on site in accordance with Saved Policies EN3 and EN22 of The Adopted Local Plan for Slough 2004.
The landscaping scheme and ecological enhancements to be approved under Conditions 6 and 7 above shall be managed/maintained in perpetuity in accordance with the Management Plan detailed in the submitted Enhancement Strategy by Libby Morris Ecologist, dated 17 December 2025 and received on 23 December 2025. REASON To ensure the long term retention of landscaping and ecological enhancements within the development to meet the objectives of Saved Policies EN3 and EN22 of The Adopted Local Plan for Slough 2004.
No external lighting shall be installed at the site until details of a lighting scheme (to include the location, size, levels of illumination and a drawing to indicate predicted light spill) has been submitted to and approved in writing by the Local Planning Authority. Such details shall also have regard to a Low Impact Lighting Strategy with regard to bats, as appropriate. The approved scheme shall thereafter be carried out in accordance with the approved details. REASON To ensure that no undue harm occurs to bats, including their foraging routes, and to ensure that no undue harm occurs to nearby residential properties and in the interests of highway safety, in accordance with Core Policies, 7, 8 and 9 of the Slough Core Strategy (2008), Saved Policies EN1 and EN22 of the Slough Local Plan (2004) and Paragraph 187 of the National Planning Policy Framework (2024). 10. The development shall not be brought into first use until an acoustic barrier has been installed in accordance with the approved plans and the details contained within the Noise Impact Assessment by Chirs Wood Acoustics, dated 22 December 2025 and received on 23 December 2025. The acoustic barrier shall retained at all times in the future. REASON To protect the amenity of nearby occupiers.
During the demolition/construction phase of the development hereby permitted, no work shall be carried out on the site outside the hours of 08.00 hours to 18.00 hours Mondays - Fridays, 08.00 hours - 13.00 hours on Saturdays and at no time on Sundays and Bank/Public Holidays. REASON To protect the amenity of residents within the vicinity of the site.
During the construction phase of the development hereby permitted, there shall be no deliveries to the site outside the hours of 08.00 hours to 18.00 hours Mondays - Fridays, 08.00 hours - 13.00 hours on Saturdays and at no time on Sundays and Bank/Public Holidays. REASON To protect the amenity of residents within the vicinity of the site.
The development hereby approved shall be used for an electric vehicle charging hub, and for no other purposes. REASON In the interests of air quality, and to comply with Core Policies 1, 7 and 8 of the Core Strategy, Saved Policy EMP4 of the Slough Local Plan (2004), and the requirements of the National Planning Policy Framework (2024).
It is the view of the Local Planning Authority that the proposed development does improve the economic, social and environmental conditions of the area for the reasons given in this notice and it is in accordance with the National Planning Policy Framework.
The effect of paragraph 13 of Schedule 7A to the Town and Country Planning Act 1990 is that planning permission granted for the development of land in England is deemed to have been granted subject to the condition “(the biodiversity gain condition”) that development may not begin unless: (a) a Biodiversity Gain Plan has been submitted to the planning authority, and (b) the planning authority has approved the plan. The planning authority, for the purposes of determining whether to approve a Biodiversity Gain Plan if one is required in respect of this permission would be Slough Borough Council. Based on the information available this permission is considered to be one which will require the approval of a biodiversity gain plan before development is begun because none of the statutory exemptions or transitional arrangements are considered to apply. If the onsite habitat includes irreplaceable habitat (within the meaning of the Biodiversity Gain Requirements (Irreplaceable Habitat) Regulations 2024) there are additional requirements for the content and approval of Biodiversity Gain Plans. The Biodiversity Gain Plan must include, in addition to information about steps taken or to be taken to minimise any adverse effect of the development on the habitat, information on arrangements for compensation for any impact the development has on the biodiversity of the irreplaceable habitat. The planning authority can only approve a Biodiversity Gain Plan if satisfied that the adverse effect of the development on the biodiversity of the irreplaceable habitat is minimised and appropriate arrangements have been made for the purpose of compensating for any impact which do not include the use of biodiversity credits.
Notwithstanding Condition 3 above, the development shall be carried out in permeable materials that allow surface water to permeate into the ground. Any permeable paving and filter drains (as appropriate) shall be maintained in accordance with the Maintenance Plan set out in Paragraph 5.7 of the Flood Risk Assessment and Outline Drainage Strategy by WHS, dated May 2024 and received on 23 December 2025. REASON To prevent the risk of flooding in accordance with Core Policy 8 of the Core Strategy (2008) and Paragraphs 170, 176, 181 and 182 of the National Planning Policy Framework (2024).

It is an offence to kill, injure or take wild birds; take, damage or destroy the nests of species that reuse them, such as osprey; take, damage or destroy a nest that’s in use or being built; or take or destroy the egg of any wild bird.
Due to the site being within 6km of Heathrow Airport the crane operator is required to submit all crane details such as maximum height, operating radius, name, and phone number of site manager along with installation and dismantling dates to the CAA Airspace Coordination and Obstacle Management Service (ACOMS) system.
