Development outside of the application site. Applicant is advised to noted that, in the absence of any details, the provision of a car park with EV charging is considered to require planning permission in its own right.
Condition 6 - Construction Management Plan - Details not approved The proposed Construction Management Plan from McLaren, ref MCL-HSW-MD-3021, dated 04/2026, received 23/06/2026 is unacceptable for the following reasons: 1. The proposed hoarding plan and arrangement fails to demonstrate that suitable visibility splays will be achieved for vehicles leaving the site and therefore fails to demonstrate that there would be no adverse impact on highway safety. 2. The proposed plan fails to demonstrate that the proposed site gates are located in a position that allows vehicles to pull clear of the highway before stopping for check in at the gate house. The plans for both the enabling and the main phase are of poor resolution to be able to identify the precise location of the gates and the plan therefore fails to demonstrate that there would be no adverse impact on highway safety 3. The proposed wheel wash location at the main phase enables vehicles that are working in the central and southern parts of the site and vehicles parked in the contractors parking area to leave the site and join the public highways without passing or going through the wheel wash facility which would give rise to a scenario of mud and material being deposited on the highway. The location of the wheel was facility during the main phase is such that it allows for a length of access to be travelled after washing which could result in mud and material being collected and deposited on the highway as the plan does not give details of the surfacing of the access road and does not appear to propose any hardstanding. The plans therefore fail to demonstrate that wheel washing measures would ensure that mud and materials would not end up on the highway and therefore fail to demonstrate that there would be no adverse impact on highway safety or convenience. 4. The proposed main phase construction management plan proposes contractor parking outside of the red line area identifying the application site in the original application which is considered to amount to development in its own right and provides no clarification on ownership of the land and if the parking area is achievable. The overall plan provides no information on the nature of construction and plans for the area once construction is complete and the plans therefore fail to provide suitable proposals for contractor/staff parking during construction which therefore fails to demonstrate that there would be no adverse impact on highway safety or convenience. As a result the Council is unable to accept the plan in its current guise and the details submitted are unacceptable in light of Core Policy 7 of the Core Strategy 2006-2026 and policy TR6 of the NPPF.
