Planning conditions
  1. The proposed replacement dwelling by virtue of its scale, massing, design and siting in a prominent corner location, would result in a dwelling that is over-scaled, overly dominant and over bearing within the street. The proposal would represent an addition which would not be sensitive to its prominent location, particularly when viewed from Upton Court Road. The proposed house by virtue of its scale, bulk, massing, design and architectural style, with particular reference to the building's excessive width and depth would be harmful to the character and appearance of the area and would not respect the current scale of the existing dwelling and surrounding properties, particularly noting that it lies in a Residential Area of Exceptional Character. As such, the proposal would result in harm to the character and appearance of the streetscene and Residential Area of Exceptional Character, contrary to the provisions of Policies H12 and EN1 of Slough Local Plan 2004 and Core Policy 8 of the Local Development Framework Core Strategy (2006-2026), as well as pthe NPPF (2024).
  2. It is the view of the Local Planning Authority that the proposed development does not improve the economic, social and environmental conditions of the area for the reasons given in this notice and it is not in accordance with the National Planning Policy Framework. In accordance with paragraph 38 of the NPPF, the Council takes a positive and proactive approach to development proposals, focused on solutions. To assist applicants in submitting development proposals, the Local Planning Authority (LPA) has produced planning policies and written guidance to guide applicants when submitting applications. These are all available on the Council's website. A pre-application advice service is also offered. The applicant did not seek to engage with the LPA prior to the submission of this application through the established formal pre-application advice service. In accordance with paragraph 40 of the NPPF, the applicant is encouraged to utilise this service prior to the submission of any future formal planning applications, in order to engage pro-actively with the LPA to discuss possible solutions to the reasons for refusal.
