This application requires biodiversity net gain consideration
The exemption claimed on the application has been reviewed and the proposal is not exempt from biodiversity net gain considerations.
The proposal is unacceptable in principle as it would result in the loss of a building which can be used for Class C3 purposes as a single family dwellinghouse, which would be contrary to Core Policies 3 and 4 of the Council’s adopted Local Development Framework Core Strategy 2006 – 2026.
The proposal would result in a cramped and overly-intensive use that would not meet minimum amenity space requirements and would be to the detriment of the neighbouring and occupants’ residential amenities and living standards by means of increased comings-and-goings and noise disturbance. This would set a precedent for similar proposals that would result in a cumulative impact of increasing numbers of residents to the area in substandard accommodation. The proposal would there be contrary to Core Policy 8 of the Core Strategy (2008), Saved Policies H14 and H20 of the Slough Local Plan (2004), EX48 of the Residential Extensions Guidelines SPD (2010) and contrary to the National Planning Policy Framework (2024).
It is the view of the Local Planning Authority that the proposed development does not improve the economic, social and environmental conditions of the area for the reasons given in this notice and it is not in accordance with the National Planning Policy Framework.

Planning permission cannot be granted for this proposal as the plans are inconsistent and therefore it is not possible to verify whether the development would comply with the policies in the development plan.
The submission confirms that the proposals would result in a loss of biodiversity on site, but does not set out how this will be compensated for, as well as provide an additional 10% net gain. In the absence of sufficient information to demonstrate compliance either through off-site provision or through purchasing of credits, for which a legal agreement would be required, the application fails to demonstrate compliance with Schedule 7A of the Town and Country Planning Act 1990 and is contrary to Saved Policy EN22 of the Slough Local Plan (2004), Core Policy 9 of the Core Strategy (2008) and Paragraph 187 of the National Planning Policy Framework (2024).
