The proposed material change of use to an 8 bedroom 8 person HMO is unacceptable in principle as it results in the loss of a dwelling house and a high density form of development outside of the town centre. It would be out of character with and detrimental to the established character of this suburban locality, predominantly comprising of large single family dwelling houses. The proposal would also fail to provide a good level of amenity for future occupiers and would be harmful to the residential amenities of the occupiers of neighbouring dwellings, given the intensification of the use of the site. As such the proposal is contrary to Core Policies 1, 3, 4 and 8 of The Slough Local Development Framework, Core Strategy 2006-2026, Development Plan Document, December 2008; Policies H20, EN1 and T2 of The Adopted Local Plan for Slough 2004; and the National Planning Policy Framework.
