  1. The applicant has failed to demonstrate why a further outbuilding of this size is required for purposes incidental to the dwellinghouse. No information has been presented to demonstrate that the proposed space is genuinely and reasonably required and necessary to accommodate the intended uses. The development is therefore not in accordance with the provisions of Class E, Part 1, Schedule 2 of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).
  2. The building operations involved parts of the existing building are unlawful. Therefore, in accordance with Article 3(5) of the The Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) do not apply the permitted development rights granted under this Order do not apply.
