The proposed first floor rear extension, by reason of its excessive bulk, contrived staggered design and failure to incorporate a roof set down below the main ridge line, fails to respect the proportions and architectural composition of the host dwelling and would appear as an incongruous, visually dominant and insubordinate addition. The proposal is considered to represent a poor design solution whereby compliance with the 45 degree guideline has been achieved at the expense of the Council's wider design principles. As such, the development would fail to preserve the character and appearance of the host dwelling and surrounding area and is therefore contrary to Core Policy 8 of the Slough Local Development Framework Core Strategy (2006 - 2026) Development Plan Document December 2008, Policies H15, EN1 and EN2 of the Adopted Local Plan for Slough 2004, the Residential Extensions Guidelines, Supplementary Planning Document, Adopted January 2010, and the National Planning Policy Framework
The submitted drawings fail to provide sufficient information regarding neighbouring windows, levels and surrounding site relationships to enable the Local Planning Authority to undertake a full and robust assessment of the impact of the proposal upon neighbouring occupiers. Furthermore, the proximity of the ground floor extensions and the scale, bulk and prominent roof form of the proposed first floor rear extension would result in a visually obtrusive and overbearing form of development which would be readily visible from neighbouring properties, including Nos. 1 and 5 Middlegreen Road and the rear of properties along Sutton Avenue and Langley Road, to the detriment of existing residential amenity. The proposed first floor side facing window would result in a precieved loss of privacy at No. 1 Middlegreen Road and poor living conditons for the occupiers of the application dwelling should the room it serves be used as a bedroom. The Local Planning Authority cannot therefore be satisfied that the proposal would preserve the living conditions of neighbouring occupiers and the proposal is consequently contrary to Core Policy 8 of the Slough Local Development Framework Core Strategy (2006 - 2026) Development Plan Document December 2008, Policies H15, EN1 and EN2 of the Adopted Local Plan for Slough 2004, the Residential Extensions Guidelines, Supplementary Planning Document, Adopted January 2010, and the National Planning Policy Framework.

It is the view of the Local Planning Authority that the proposed development does not improve the economic, social and environmental conditions of the area for the reasons given in this notice and it is not in accordance with the National Planning Policy Framework.
