The proposed dwelling would not be in keeping with the character of the area and would encroach on the prominent open corner plot location and therefore it is concluded that the proposal would result in significant visual harm that would not respect or be in keeping with the surrounding area and therefore fails to comply with Core Policies 1 and 8 of the Core Strategy 2008, Saved Policies EN1 and H13 of the Slough Local Plan 2004.
The proposed access to the rear and to the corner of the proposed dwelling is at a point where visibility is substandard, and visibility cannot be provided in accordance with the Manual for Streets visibility standards. There is a lack of appropriate visibility at the proposed junction of Mercian Way and Warner Close and a lack of visibility to Mercian Way to the proposed parking spaces to the rear which would conflict with a bus stop, street furniture and cycleway which would cause a highway safety problem which would create conflicts between vehicles and other highway users. Therefore, the development is contrary to Slough Core Strategy (2006 – 2026) Core Policy 7 and the NPPF 2024.
The proposal does not include a comprehensive landscaping scheme or further details in relation to self-build and that the application would be exempt from providing a Biodiversity Net Gain assessment, and therefore would conflict with schedule 7A of the Town and Country Planning Act 1990, Core Policy 9 of the Core Strategy and paragraph 187 of the National Planning Policy Framework (2024).
The site is located within part Flood Zone 2 and part Flood Zone 3 and insufficient information has been submitted to demonstrate how the proposals will manage flood waters and help address climate change. The application fails to demonstrate that it will not increase flood risk on adjoining land, nor has it been demonstrated adequate mitigation or that the future occupiers of the development would be safe in the event of an evacuation by way of an evacuation plan. A sequential test has not been provided to demonstrate that alternative sites in the locality have been explored for development. Finally, adequate sustainable urban drainage has not been demonstrated to demonstrate that the proposal would not increase surface water runoff. In the absence of sufficient information, the LPA cannot be satisfied that the proposals would be acceptable with regard to flood risk and are therefore contrary to Core Policy 8 of the Core Strategy (2008) and contrary to Paragraphs 170, 173, 181 and 182 of the National Planning Policy Framework (2024).
