By virtue of the short distance between the car washing area and the access from Granville Avenue, and the necessary space to manoeuvre vehicles, the development would lead to customers' vehicles queuing in close proximity to the pedestrian footway and along the public highway of Granville Avenue resulting in an unacceptable impact on pedestrian and highway safety. The proposal would therefore fail to comply with Core Policy 7 of The Slough Local Development Framework, Core Strategy 2006 - 2026, Development Plan Document, December 2008, Policy EMP2 of the Local Plan for Slough (2004), and the requirements of the National Planning Policy Framework 2024.
The use of the site as a car wash and valeting service would cause an unacceptable impact upon the amenities of neighbouring residential occupiers, as a result of general disturbance and activity, noise and proliferation of on-street parking related to the operations at the site. The proposal would therefore fail to comply with Core Policy 8 of The Slough Local Development Framework Core Strategy 2006 - 2026, Policies EN1 and EMP2 of the Local Plan for Slough (2004), and the requirements of the National Planning Policy Framework 2024.
A holding objection is raised by virtue of an absence of an up to date written approval from the statutory undertaker for the disposal of water and effluent generated from the proposed development as this could result in the deterioration of local ground and surface water quality. The proposal would therefore fail to comply with Core Policy 8 of The Slough Local Development Framework Core Strategy 2006 - 2026, the requirements of the National Planning Policy Framework 2024.
The development hereby refused was submitted with the following plans and drawings: (a) Drawing no.26/JAA/KCW/1, Recd 03/02/2026 (b) Drawing no.26/JAA/KCW/2, Recd 16/02/2026 (c) Drawing no.26/JAA/KCW/3, Recd 16/02/2026
It is the view of the Local Planning Authority that the development does not improve the economic, social and environmental conditions of the area for the reasons given in this notice and it is not in accordance with the National Planning Policy Framework. The Local Planning Authority consider that the application could not be made acceptable through requesting amendments, without substantially changing the nature of the proposal. In accordance with paragraph 39 of the NPPF 2024, the Council takes a positive and creative approach to development proposals, focused on solutions. To assist applicants in submitting development proposals, the Local Planning Authority (LPA) has produced planning policies and written guidance to guide applicants when submitting applications. These are all available on the Council's website. A pre-application advice service is also offered. The applicant did not seek to engage with the LPA prior to the submission of this application through the established formal pre-application advice service. In accordance with paragraph 41 of the NPPF 2024, the applicant is encouraged to utilise this service prior to the submission of any future formal planning applications, in order to engage pro-actively with the LPA to discuss possible solutions to the reasons for refusal.
The use of the site as a car wash and valeting service has been ongoing for several years, and it should be noted that the Local Planning Authority have received a number of objections from neighbouring residential occupiers in response to the current planning application for continued use, detailing issues such as noise, disturbance, and inconsiderate parking related to the current operation; whilst no formal investigations have been undertaken, the anecdotal accounts of neighbours would indicate that the proposed continued use of the site for car washing and valeting would not be appropriate for the character of the area.
