The outbuilding by virtue of its size and incorporation of a bedroom, living area including the services and facilities for a kitchen, and bathroom, and the fact that it can be accessed independently of the main house, represents a form of accommodation that exceeds what can reasonably expected from accommodation that is ancillary to the host dwelling. It provides an independent, self-contained unit of accommodation that does not rely on any of the amenities and facilities of the main house, and therefore fails to comply with the requirements of Policy H18 of the Slough Borough Local Plan (Saved Policies) in respect of ‘Granny Annexes’.
The outbuilding by virtue of its scale, massing and general design, represents a excessive form of development that is poorly proportioned in respect of the main dwelling, and which appears as an overly dominant and incongruous structure within a garden setting and a form of overdevelopment. It is therefore contrary to Policies EN1, EN2 and H15 of the Local Plan as well as Core Policy 8 of the Core Strategy 2008.
The development hereby refused was submitted with the following plans and drawings: • Site Plan, Received 18/10/2025 • Block Plan, Received 20,10,2025 • Existing Ground Floor Plan, Dated 15/07/2024, Received 18/10/2025 • Drawing No. 70/Nor/03, Dated 15/07/2024, Received 18/10/2025 • Proposed Ground Floor Plan, Dated 15/07/2024, Received 18/10/2025 • Proposed Ground Floor Plan and Elevations, Dated 15/07/2024, Received 18/10/2025

In accordance with paragraph 38 of the NPPF, the Council takes a positive and proactive approach to development proposals, focused on solutions. To assist applicants in submitting development proposals, the Local Planning Authority (LPA) has produced planning policies and written guidance to guide applicants when submitting applications. These are all available on the Council's website. A pre-application advice service is also offered.
The applicant did not seek to engage with the LPA prior to the submission of this application through the established formal pre-application advice service. In accordance with paragraph 40 of the NPPF, the applicant is encouraged to utilise this service prior to the submission of any future formal planning applications, in order to engage pro-actively with the LPA to discuss possible solutions to the reasons for refusal.
