It is the view of the Local Planning Authority that the proposed development does not improve the economic, social and environmental conditions of the area for the reasons given in this notice and it is not in accordance with the National Planning Policy Framework.

The proposed extension by reason of its scale, massing, general design and appearance, would result in an incongruous, visually dominant and unsympathetic form of development that would have a detrimental impact upon the character and appearance of the application property, as well as that of the built environment. In particular its extended roof form, size of dormer and compounded by the use of contemporary materials and features such as large roof lights and windows would have ensure that the additions would not be subservient to the host dwelling or sympathetic to the more traditional character of the local area. As such, it would be in conflict with Core Policy 8 of the Slough Core Strategy, Policies H15, EN1 and EN2 of the Slough Local Plan and the guidance notes DP1, DP2, DP3, and EX1 of the REGSPD 2010 and the NPPF.
The two-storey element of the rear extension, by virtue of its scale, massing and proximity the rear gardens of 13 and 15 St Marys Road would represent an obtrusive and overbearing structure that would create a harmful sense of enclosure when seen from the neighbouring gardens. In addition, the proposed rear dormer addition due to the incorporation of large full height windows, would provide a perceived and actual loss of privacy into the rear gardens of 13 and 15 St Marys Road. The proposal would therefore result in an unacceptable impact on neighbouring amenity, failing to comply with Core Policy 8 of the Slough Core Strategy, Policies EN1, EN2 and H15 of the Slough Borough Local Plan 2004 and Paragraph 2.2.1 of the Residential Extensions Guidance Supplementary Planning Document (2010) and the NPPF.
