Time limit The development hereby permitted shall be commenced within three years from the date of this permission. REASON: To prevent the accumulation of planning permissions, and to enable the Council to review the suitability of the development in the light of altered circumstances and to comply with the provisions of Section 91 of the Town and Country Planning Act 1990.

Materials All new external work shall be carried out in materials as shown on the approved plans and mentioned within the submitted Planning Statement and Design and Access Statement. REASON: To ensure a satisfactory appearance of the development so as not to prejudice the visual amenities of the locality in accordance with local and national planning policy and guidance.
Biodiversity Net Gain Prior to commencement of development, a Biodiversity Plan including a Habitat Management and Monitoring Plan (downloaded from https://www.gov.uk/government/publications/biodiversity-gain-plan) must be submitted to and approved by the Local Planning Authority which demonstrates the following: a) information about the steps taken or to be taken to minimise the adverse effect of the development on the biodiversity of the on-site habitat and any other habitat; b) the pre-development biodiversity value of the on-site habitat; c) the post-development biodiversity value of the on-site habitat; d) any registered off-site biodiversity gain allocated to the development and the biodiversity and the biodiversity value of that gain in relation to the development; e) any biodiversity credits purchased for the development; and f) any such other matters as the Secretary of State may by regulations specify. If off-site contributions cannot be made, the developer must apply to Natural England to buy statutory credits and include evidence that the developer approached 3 local or national suppliers, habitat banks or trading websites and that insufficient off-site options are available in England. For example, correspondence emails or a PDF download showing a marketplace search. If credits are to purchased, evidence that the biodiversity value of the development site will be increased by a minimum of 10%, calculated using the statutory biodiversity metric, through the purchase and allocation of off-site biodiversity units. REASON: To comply with the General Biodiversity Gain Condition as per Paragraph 13 of Schedule 7A of the Town and Country Planning Act 1990 (as amended)).
Operating hours The padel courts hereby approved shall only be used by the College during daytime hours and Powerleague outside College hours from 5pm – 11pm Monday to Friday, 9am- 6pm Saturday and 9am – 11pm Sunday. REASON: In order to safeguard neighbouring residemtial amenity and in the interests of highway safety in accordance with the local and national planning policy and guidance.
Construction Environment Management Plan (CEMP) Prior to the commencement of development first phase and each subsequent phase of a detailed Construction Environmental Management Plan (CEMP) shall be submitted to and approved by the Local Planning Authority. The CEMP shall include details on: a) All site operatives and visitors including parking. b) Site management of construction traffic and access and controlled hours of delivery including: - Any temporary signage to be provided to identify construction route/s and promote its safe use; - Loading and unloading of material; - Identification of the routing strategy and procedures for the notification and conveyance of any abnormal or indivisible load authorised by the Highways Agency pursuant to the Road Vehicles (Authorisation) Special Types (General) Order 2003; - Wheel washing facilities and arrangements for removal of mud from the public highway; - Storage of plant and materials to be used; - Details of how all temporary external lighting will not result in unacceptable neighbour amenity or unacceptable ecological impacts; - Weekly working hours/times during the construction phase, including when construction/delivery vehicles taking materials are allowed to enter or leave the site. c) All Non-road mobile machinery (NRMM) used on site is required to meet Stage IIIB of EU directive 97/68/EC as a minimum. Machines with constant speed engines (such as generators) are required to meet Stage V of EU directive 97/68/EC. d) The Plan shall also include details of the control of noise and dust, including monitoring against trigger levels (trigger levels to be defined within CEMP). e) Measures to be taken to avoid disturbance to existing landscaping, trees and habitats within and immediately adjacent to the site of the development; f) Identified biodiversity protection zones for key habitats (if any) annotable protected species (badgers, reptiles, bats and nesting birds etc. as identified within the submitted Preliminary Ecological Assessment and Ground Level Tree Assessment dated February 2026); g) Practical measures (both physical measures and sensitive working practices) to avoid or reduce impacts during construction; and h) The times during pre- construction, during construction and post construction when specialist ecologists need to be present on site to oversee works. i) Responsible persons and lines of communication; j) Use of protective fences, exclusion barriers and warning signs. The Development shall thereafter be carried out in accordance with the approved details. REASON: To ensure the impacts of construction are limited and do not lead to unacceptable impacts on the surrrounding area and local ecology in accordance with local and national planning policy and guidance.
Travel Plan Prior to first use of the development, details of measures to encourage visitors and staff to travel to the site by sustainable modes of transport shall be submitted to and approved in writing by the Local Planning Authority. The approved measures shall be implemented before first use of the development and retained thereafter. REASON: To encourage sustainable travel and minimise traffic impacts in accordance with local and national planning policy and guidance.
Following a Pre-application engagement process, the Local Planning Authority has worked with the applicant in a positive and proactive manner in dealing with this application through requesting additional information. It is the view of the Local Planning Authority that the proposed development does improve the economic, social and environmental conditions of the area for the reasons given in this notice and it is in accordance with the National Planning Policy Framework.
