This application is claiming an exemption from biodiversity net gain.
Insufficient information has been submitted to demonstrate that the existing community hall is no longer required for community purposes. Furthermore, the proposals fail to demonstrate that the are no other preferable sites available nor that the proposals would be compatible with the local area with regard to potential highways impacts. As such, the unjustified loss of the existing community hall would be contrary to Core Policy 6 of the Slough Core Strategy (2008) and Saved Policies EMP2, EMP4 and OSC17 of the Slough Local Plan (2004).
The application fails to demonstrate that sufficient parking would be provided on site for the development, including staff parking and sufficient space for parent drop-off/pick-up. The application also fails to demonstrate that sufficient space is available within the site for turning/manoeuvring and fails to demonstrate how the parking area will operate in conjunction with the adjacent Look Ahead site. Officers have made several attempts to obtain clear, concise information from the applicant but this has not been forthcoming and in the absence of sufficient information, it has not been demonstrated that the proposals would not result in significant risk to highway safety. The proposals are therefore contrary to Saved Policy T2 of the Slough Local Plan (2004), Core Policy 7 of the Slough Core Strategy (2008) and contrary to Paragraphs 115-117 of the National Planning Policy Framework (2024).
Insufficient information has been submitted to demonstrate that the inspection was carried out by a qualified ecologist and that the proposals would not pose a risk to protected species, including any roost features that may be present within the building. The proposals have potential to cause harm to bats, their roosts or foraging routes and in the absence of information, the proposals are contrary to Core Policy 9 of the Slough Core Strategy (2008) and Paragraph 187 of the National Planning Policy Framework (2024).
It is the view of the Local Planning Authority that the proposed development does not improve the economic, social and environmental conditions of the area for the reasons given in this notice and it is not in accordance with the National Planning Policy Framework.
