Development must be completed within a period of 3 years starting with the prior approval date. REASON: In order to comply with Paragraph MA.2(5) of Schedule 2, Part 3 of The Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).
No development shall take place until the applicant/developer has received written notification of the approval of the local planning authority under regulation 77 (approval of local planning authority) that the development will not adversely affect the integrity of the site. The applicant/developer is required to submit a Habitat Assessment to the Council for consideration with Natural England and will, where identified, be required to commit to mitigation for any identified impacts. Any identified mitigation shall be secured prior to the first occupation of the development hereby approved. REASON: To comply with the condition of the planning permission granted by a general development order as required by Regulations 75 to 78 of the Conservation of Habitats and Species Regulations 2017.
No part of the development shall be occupied until the new means of access has been sited and laid out in accordance with the plans approved under application reference F/00022/026 dated 13/01/2025 and constructed in accordance with Slough Borough Council’s Adopted Vehicle Crossover Policy. REASON: In order to minimise danger, obstruction and inconvenience to users of the highway and of the development.
No vehicle access gates or barriers shall be installed without first obtaining permission in writing from the Local Planning Authority REASON: In order to minimise danger, obstruction and inconvenience to users of the highway and of the development.
No other part of the development shall be occupied until the visibility splays shown on the plans approved under application reference F/00022/026 dated 13/01/2025 have been provided on both sides of the access and the area contained within the splays shall be kept free of any obstruction exceeding 600mm in height above the nearside channel level of the carriageway. REASON: To provide adequate intervisibility between the access and the existing public highway for the safety and convenience of users of the highway and of the access.
Prior to the development hereby approved first being brought into use, 75 no. car parking spaces shall be provided and made available for use in connection with the residential development and maintained for the parking of cars thereafter. The car parking spaces shall not be used for any separate business, commercial or residential use. REASON: In the interests of ensuring that the use benefits from satisfactory car parking provision in the interests of the amenities of the area in accordance with Core Policy 7 of the Slough Local Development Framework, Core Strategy 2006-2026, Development Plan Document, December 2008.
Cycle parking provision (including location, housing and cycle stand details) shall be provided in accordance with the detail approved by virtue of applications P/00022/036 and P/00022/037 dated 12/12/2025. The cycle parking shall be provided in accordance with those details prior to the occupation of the development and shall be retained at all times in the future for this purpose. REASON: To ensure that there is adequate cycle parking available at the site in accordance with Policy T8 of The Local Plan for Slough 2004, and to meet the objectives of the Slough Integrated Transport Strategy.
The scheme for parking, manoeuvring and the loading and unloading of vehicles shown on the plans approved under application reference F/00022/026 dated 13/01/2025 shall be laid out prior to the initial occupation of the development hereby permitted and that area shall not thereafter be used for any other purpose. REASON: To enable vehicles to draw off, park, load/unload and turn clear of the highway to minimise danger, obstruction and inconvenience to users of the adjoining highway.
Prior to the occupation of any development herby approved, details of the 67 active electric vehicle charging points (Type 2’ socket and be rated to at least 3.6kW 16amp 0 7kW 30amp single phase), together with details of power supply and cable provision; shall be submitted to and approved in writing by the local planning authority. The approved details shall be fully installed and the active charging points shall be fully operational prior to the first occupation of the dwellings and be retained in good working order at all times in the future. REASON: to provide mitigation towards the impacts on air quality in accordance with Core Policy 8 of The Slough Local Development Framework, Core Strategy 2006 – 2026, Development Plan Document, December 2008, the Slough Low Emission Strategy 2018 – 2025 Technical Report, and the requirements of the National Planning Policy Framework 2024.
The construction of the development hereby approved shall be undertaken in accordance with Construction Management Plan approved by virtue of applications P/00022/029 dated 10/10/2025 and P/00022/032 dated 09/10/2025 and maintained throughout the duration of the construction works period. REASON: In the interest of minimising danger and inconvenience to vehicular traffic and pedestrian highway users in accordance with policies 7 and 8 of the Core Strategy 2008 and the requirements of the National Planning Policy Framework 2024.
No development shall take place until a proposed unilateral undertaking has been submitted to and approved in writing by the Local Planning Authority that secures the obligation to pay a sum of £87, 000 to the Local Planning Authority for the provision of pedestrian crossing upgrades on Windsor Road, specifically, a pedestrian crossing phase, push buttons on the Windsor Road arm and countdown timers on all arms of the Windsor Road/Herschel Street Junction. Reason: To ensure that necessary identified highways impacts are mitigated to ensure that the proposed development does not prejudice the safety and function of the highway network in accordance with Core Policy 7 of the Core Strategy, and the requirements of the National Planning Policy Framework.

It is the view of the Local Planning Authority that the proposed development does improve the economic, social and environmental conditions of the area for the reasons given in this notice and it is in accordance with the National Planning Policy Framework.
Your attention is drawn to the standard conditions contained in Paragraph MA.2 Schedule 2, Part 3 of The Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) with which the original development will need to comply.
The permission hereby granted shall not be construed as authority to obstruct the public highway by the erection of scaffolding, hoarding, skip or any other device or apparatus for which a licence must be sought from the Highway Authority. The development must be so designed and constructed to ensure that surface water from the development does not drain onto the highway or into the highway drainage system. The applicant is advised that if it is intended to use soakaways as the method of dealing with the disposal of surface water then the permission of the Environment Agency will be necessary.
