  1. REASON FOR REFUSAL: The provisions of Schedule 2, Part 3, Class Q of the Town and Country Planning (General Permitted Development) Order 2015 (GPDO) cannot be applied in this instance as works which have been carried out on the building prior to the submission of this application have materially altered the appearance of the building which would be contrary to Class Q, Q1 (j) (i) and would consist of building operations that would go beyond the extent reasonably necessary for the building to function as a dwellinghouse should they have been proposed as part of this application. Therefore, the proposal is not considered to accord with Schedule 2, Part 3, Class Q of the Town and County Planning (General Permitted Development) Order.
