CONDITION 1: The development to which this permission relates must not be begun later than the expiration of three years from the date of this permission. REASON: To comply with Section 91 of the Town & Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act, 2004.
CONDITION 2: The development shall be carried out in accordance with the plans and documents detailed below: Site Location Plan (NE25298-SUM-DW-XX-DR-B-0005 A); Existing Site Layout (NE25298-SUM-DW-XX-DR-B-0002); Proposed Site Layout (NE25298-SUM-DW-XX-DR-B-0003); Floor Plan / Section (NE25298-SUM-DW-XX-DR-B-0001 B); and Elevations Drawing (NE25298-SUM-DW-XX-DR-B-0004). REASON: For the avoidance of doubt and to ensure that the details of the development are acceptable to the Local Planning Authority.
CONDITION 3: Notwithstanding the submitted details, no development above slab level shall commence until samples and/or full specification of the external materials to be used (including the timber-effect cladding, stone gabions and GRP parapet trim) have been submitted to and approved in writing by the Local Planning Authority. The development shall thereafter be carried out in accordance with the approved details. REASON: To ensure a satisfactory external appearance and for the avoidance of doubt.
CONDITION 4: The development shall be carried out in full accordance with the submitted Construction and Environmental Management Plan (ref. 13789_Draycote Water Fisheries Cabin CEMP, FPCR Environment and Design Ltd, dated 11 May 2026), including the appointment of an Ecological Clerk of Works and the biodiversity protection measures set out therein, for the full duration of the construction works. REASON: To protect ecological features and the wider environment during construction, in accordance with Policy NE1 of the Rugby Borough Local Plan (2019) and Policy EN1 of the emerging Local Plan.
CONDITION 5: The development shall be carried out in accordance with the submitted drainage arrangements, with surface water from the building managed via rainwater downpipes and foul drainage connected to the existing combined sewer. No part of the building shall be brought into use until the approved drainage has been provided and made operational. REASON: To ensure satisfactory drainage and to prevent any increased risk of flooding, in accordance with Policies SDC5 and SDC6 of the Rugby Borough Local Plan (2019).
CONDITION 6: Notwithstanding the submitted details, no external lighting (including the bulkhead lighting to the northern and southern elevations) shall be installed until full details of the lighting, including luminance levels, positioning and a lux plan demonstrating that light spill towards the reservoir and adjacent habitats is minimised, have been submitted to and approved in writing by the Local Planning Authority. The lighting shall thereafter be installed and retained in accordance with the approved details. REASON: In the interests of ecology, dark skies and the character of the countryside, in accordance with Policies NE1 and NE3 of the Rugby Borough Local Plan (2019) and Policy EN8 of the emerging Local Plan.
CONDITION 7: The building hereby permitted shall be used solely as a Fishing Office/Welfare Cabin ancillary to the fishery operation at Draycote Water and for no other purpose. REASON: To ensure the development remains appropriate to its countryside location and to control the nature of activity on the site, in accordance with Policies GP2 and ED4 of the Rugby Borough Local Plan (2019).
INFORMATIVE: The applicant is advised that the site was included within the Local Wildlife Site (SP47K3) boundary in error; Warwickshire County Council has confirmed the boundary will be corrected. The applicant is reminded of their statutory duties under the Wildlife and Countryside Act 1981 (as amended) in respect of nesting birds and other protected species during construction.
