- REASON FOR REFUSAL: The proposed 2.4 metre high galvanised steel palisade fence and gates would, by reason of their height, utilitarian appearance and prominent position along the open roadside frontage of the site, introduce a visually intrusive and incongruous form of enclosure which would be at odds with the consistent open frontages of this part of the Avon Industrial Estate. The development would fail to respond to the character of the site and its setting, would not integrate with or enhance its surroundings, and would result in unacceptable harm to the character and appearance of the area and to the visual amenity of the street scene. The security benefit of the proposal does not outweigh that harm, and it has not been demonstrated that the security of the premises could not be achieved by a lower, more open or less prominently positioned form of enclosure. The proposal is therefore contrary to Policy SDC1 of the Rugby Borough Local Plan 2011–2031, emerging Policy D1 of the Rugby Local Plan 2025–2042 (Submission Version) and Policies DP3(1), DP3(2) and DP3(3) of the National Planning Policy Framework (August 2026).
