  1. REASON FOR REFUSAL 1: Due to the proposed increase in the level of overall occupancy at the site and the number of movements and comings and goings from the site at all times of the day and night as well as the trade refuse collection required, it is considered that the proposals would not be in keeping with the residential character of the area. The proposed development is therefore contrary to Policy SDC1 of the Rugby Local Plan 2011-2031 June 2019, Policy D1 of the Rugby Submission Local Plan 2025-2042 and NPPF 2026 Policy DP3.
  2. REASON FOR REFUSAL 2: 2. Due to the significant shortfall of parking, the lack of on-street parking to absorb it and the narrow and restricted nature of the road, the proposals would be considered to cause unduly harmful impacts to neighbouring amenity in terms of vehicle manoeuvrability, visibility and pedestrian safety in the immediate area. The proposed development is therefore contrary to policy SDC1 of the Rugby Local Plan 2011-2031, Policy EN8 of the Rugby Submission Local Plan 2025-2042 and NPPF 2026 Policies P3 and TR4(e).

  4. REASON FOR REFUSAL 3: The proposal does not adequately demonstrate that it would be appropriate to the needs of its users and provide a safe and secure environment for its residents, contrary to Policy H09 of the NPPF 2026.
