- The proposed second storey side extension would result in a blank two storey gable end wall sited circa 9.5 metres from the habitable room windows of the neighbouring dwelling at 14 Laburnum Grove, a significant shortfall against the minimum separation distance of 14 metres set out within the Council’s Climate Change and Sustainable Design and Construction SPD (2023). The proposal would consequently appear overbearing and oppressive and would result in an unacceptable loss of outlook and an increased sense of enclosure, to the detriment of the living conditions of the occupiers of 14 Laburnum Grove. The proposal is therefore contrary to Policy SDC1 of the Rugby Borough Local Plan 2011-2031, Policy EN8 of the submission Rugby Local Plan 2025-2042, the Climate Change and Sustainable Design and Construction SPD (2023) and Section 12 of the National Planning Policy Framework (2024).
- The proposed second storey side extension, by reason of the siting of its two storey flank wall hard against the back edge of the highway, would appear as a stark, dominant and overbearing form of development which fails to have an appropriate relationship with and enclosure to the street and does not respond to the character of the area. The proposal is therefore considered to represent poor design which would harm the character and appearance of the street scene and generally adversely affect the amenity of the locality, contrary to Policy SDC1 of the Rugby Borough Local Plan 2011-2031, Policies D1 and D2 of the submission Rugby Local Plan 2025-2042, the Climate Change and Sustainable Design and Construction SPD (2023) and Section 12 of the National Planning Policy Framework (2024).
