- REASON FOR REFUSAL: The proposed development is considered unacceptable by its impact on the residential amenity of neighbouring properties and the cumulative impacts of additional development at the application site. The proposed development would not safeguard access to sunlight and would result in additional shadowing of the rear amenity space of a neighbouring property and create an overbearing impact. Additionally, cumulative effects of existing and proposed development at the site mean it would not reflect the scale and character of the existing dwelling. The proposed development is therefore contrary to policy SDC1 of the Rugby Local Plan 2011-2031, policies D1, D2 and EN8 of the Submission Local Plan 2025-2042, and the NPPF (2026).
