- 1.The proposed development to convert the existing dwelling-house into two self-contained flats by reason of the limited internal floor areas and poor layout and lack of private outside amenity space for the first floor flat would provide a significantly harmful living environment for future occupiers contrary to Policy SDC1 of the Rugby Borough Local Plan 2011-2031 (June 2019), Policy H7 of the Rugby Borough Local Plan 2025-2042 (proposed submission version January 2026), The adopted Climate Change and Sustainable Design and Construction Supplementary Planning Document (2023) and Paragraphs 135(f) and 139 of the National Planning Policy Framework (2024)
- RELEVANT DEVELOPMENT PLAN POLICIES & GUIDANCE: Policy SDC1: Sustainable Design (2019) Policy D2: Parking Facilities (2019) Policy H7 (2026) Climate Change and Sustainable Design and Construction SPD (2023) The development plan policies referred to above are available for inspection on the Rugby Borough Council’s web-site www.rugby.gov.uk .
- 2. Due to the lack of cycle storage provision made within the development, the proposal is contrary to Policy D2 of the Rugby Borough Local Plan 2011-2031 (June 2019) and Appendix B of the Climate Change and Sustainable Desgn & Construction SPD (2023).
