  1. REASON 1: The proposed replacement shopfront, incorporating a flat frontage in place of the existing recessed entrance, would fail to respond positively to the character and appearance of the building and the wider terrace of traditional commercial properties of which it forms part. The existing recessed entrance is an integral and consistent feature of the terrace, contributing to its established rhythm, visual cohesion and historic character. Its permanent removal would erode the significance of this non-designated heritage asset and would result in a shopfront that is incongruous within the established streetscene. The proposal is therefore contrary to Policies SDC1 and SDC3 of the Rugby Borough Council Local Plan 2019, the Council's Shopfronts Design Guide SPD (2024), and paragraph 216 of the National Planning Policy Framework (December 2024).
