  1. Reason for Refusal: The retrospective advertisement sign, due to its sizing, design and colour are considered to be visually intrusive features within the street scene and therefore detrimental to the character and appearance of the Rugby Town Centre Conservation Area along with the Listed Building itself. This is further hindered by illuminated lettering which exacerbates the prominence of the advertisement. The development is therefore considered to be contrary to Policy SDC1 and SDC3 of the Rugby Borough Council Local Plan 2011-2031 (June 2019) and section 12 of the NPPF (2024) along with the Shopfronts Design Guide Supplementary Planning Document (2024).
