- REASON FOR REFUSAL: The proposal is considered unsustainable as it would result in an uneven distribution pattern of HMO's in close proximity to each other in a relatively small area and would have longer term implications on the prevailing character and setting of Austin Close. The proposed development is contrary to Policy SDC1 of the Rugby Borough Council Local Plan 2011-2031 (June 2019) and Paragraphs 129 and 135 of the NPPF (2024).
