CONDITION 1: The development to which this permission relates must not be begun later than the expiration of three years from the date of this permission. REASON: To comply with Section 91 of the Town & Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act, 2004.

CONDITION 3: The development hereby permitted (including site clearance) shall not commence until a Biodiversity Management Plan (BMP) to include a plan of habitats and protected and priority species mitigation, biodiversity enhancements, long-term management and monitoring (to include location of measures, installation timescale, timing of works, replacement planting details if applicable, and species lists for proposed planting) has been submitted to and approved in writing by the Local Planning Authority. Such measures will be shown on all applicable annotated site plans and elevations, such approved mitigation and enhancement measures shall thereafter be implemented in full and maintained in strict accordance with the approved details in perpetuity. REASON: To enhance the nature conservation value of the site and ensure biodiversity net gain in accordance with the NERC act, NPPF, ODPM Circular 2005/06.
INFORMATIVE 1: All public footpaths must remain open and unobstructed at all times unless closed by legal order.
INFORMATIVE 2: In view of the nearby hedgehog records and suitable habitat, care should be taken when clearing the ground, particularly deadwood/leaves/bonfire piles. Trenches used for construction should be covered over night or ramped to allow exit. If a hedgehog is found, work should stop until WCC Ecological Services is contacted. Hedgehogs are of high conservation concern and are a Species of Principal Importance under section 41 of the NERC Act. Habitat enhancement for hedgehogs can be incorporated into development schemes, through ensuring new fences contain gaps of at least 15cm to allowing hedgehogs and other wildlife to move through gardens and provision of purpose-built hedgehog shelters which must have a smooth interior without coir, which can trap animals' spines.
