CONDITION 1: The development to which this permission relates must not be begun later than the expiration of three years from the date of this permission. REASON: To comply with Section 91 of the Town & Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act, 2004.
CONDITION 2: The development shall be carried out in accordance with the plans and documents detailed below: - Proposed Ground Floor Plan Drg No. 3251F-03 Rev F - Proposed Roof Plan Drg No. 3251F-05 Rev F - Proposed Elevations Drg No. 3251F-08 Rev F and Drg No. 3251F-09 Rev F - Proposed Section A-A Drg No. 3251F-10 Rev F - Proposed Section B-B Drg No. 3251F-11 Rev F - Existing and Proposed Block Plan Drg No. 3251F-12 Rev F - Site Location Plan Drg No. 3251F-13 Rev F Received by the Local Planning Authority 17.12.2025 REASON: For the avoidance of doubt and to ensure that the details of the development are acceptable to the Local Planning Authority in accordance with Local plan policy SDC1.
CONDITION 3: The facing materials to be used on the external walls and roof shall be as specified on the application form, received by the Local Planning Authority on 26.11.2025 and on plans outlined in Condition 2. REASON: To ensure a satisfactory external appearance and for the avoidance of doubt.
CONDITION 4: The development hereby permitted shall be undertaken in the presence of a competent ecologist appointed by the applicant to supervise all destructive works to the roof of the building and associated structures to be removed/affected. All roofing material is to be removed carefully by hand. Appropriate precautions must be taken in case bats are found, including the erection of at least one bat box on a suitable tree or building. Should evidence of bats be found during this operation, then work must cease immediately while Natural England and WCC Ecological Services are consulted for further advice. Any subsequent survey work, recommendations or remedial works will be implemented within the timescales agreed between the bat worker and the Local Authority Ecologist/Natural England. Notwithstanding any requirement for remedial work or otherwise, the competent ecologist’s report (to include any evidence found of presence/absence) shall be submitted to the local planning authority within 1 month following completion of the supervised works summarising the findings. REASON: To ensure protected, important and priority species and their habitats are not harmed by the development.
INFORMATIVE 1: Work should avoid disturbance to nesting birds. Birds can nest in many places including buildings, trees, shrubs dense ivy, and bramble/rose scrub. Nesting birds are protected under the Wildlife and Countryside Act 1981 (as amended). The main nesting season, lasts approximately from March to September, so work should ideally take place outside these dates if at all possible. N.B birds can nest at any time, and the site should ideally be checked for their presence immediately before work starts, especially if during the breeding season.
INFORMATIVE 2: Consideration should be given to the provision of suitable bat and bird boxes within the new build or adjacent trees in order to increase opportunities for wildlife. Many bat and bird populations have declined dramatically in recent years due to loss of roost, nest and foraging sites as a result of development. However, a variety of bat and bird species use boxes and they can be particularly useful in the built environment, where natural nesting places can be scarce. Please ensure that the boxes are appropriately sited and not lit at night in the case of bat boxes. Further advice and information can be obtained from the Bat Conservation Trust (BCT), and the Royal Society for the Protection of Birds (RSPB).
INFORMATIVE 3: The applicant is encouraged to incorporate measures to assist in reducing their impact upon the Air Quality Management Area as part of this development. Initiatives could include the installation of an ultra-low emission boiler (<40mg/kWh), increased tree planting/landscaping, solar thermal panels, and the incorporation of electric vehicle charging points on any car parking. More information on plants that can be incorporated into landscaping for green walls and roofs can be found here: https://www.museumoflondon.org.uk/application/files/4915/2604/2216/2018-05-11-phytosensor-final-web-ok-compressed_1.pdf Such measures contribute towards improving air quality. Further information can be obtained from Environmental Health on 01788 533857 or email ehcs@rugby.gov.uk
INFORMATIVE 4: Environmental Services advise that in order to reduce the likelihood of local residents being subjected to adverse levels of noise annoyance during construction, work on site should not occur outside the following hours: - Monday - Friday - 7.30 a.m. - 6.00 p.m. Saturday - 8.30 a.m. - 1.00 p.m. No work on Sundays & Bank Holidays.
