Planning conditions
  1. The proposal would be located outside any defined settlement boundary and is located within the open countryside. The application site would also be located in an unsustainable location, with a low level of public transport connections, and would be in an area with a limited range of services and facilities. Therefore the occupiers of the dwelling would be compelled to rely heavily upon the private motor vehicle to access day-to-day services and facilities, which fails to support moving towards a low carbon economy. The reliance on the private car which would result from this proposal as such would not fulfil the social or environmental objectives of sustainable development. The application is therefore considered to be contrary to Policies GP1 and GP2 of the Rugby Borough Council Local Plan 2011-2031, Policy S1 of the Wolvey Neighbourhood Plan 2018 – 2031 as well as the aims and objectives of the National Planning Policy Framework.
  2. The proposal to sub-divide the application site to create a dwelling close to the boundaries of the site, would therefore appear cramped and fail to respond appropriately to the character of the area, contrary to policies SDC1 and GP3 of the Rugby Borough Council Local Plan 2011-2031, and policies S1 and S2 of the Wolvey Neighbourhood Plan 2018 – 2031.
