- REASON FOR REFUSAL: The proposed size and scale of the annex, the proposed facilities, and the ability for the annex to be separately accessed would give rise to the creation of an entirely self-contained unit of accommodation which could be used independently from the main dwelling house. Furthermore, due to the overall size, scale and location of the annex, being located within the front garden of the property, in a prominent location on the boundary adjacent to the nearest highway, it is considered that the design does not respond to the character of the area it which it is situated. The proposed development is therefore contrary to policy SDC1 of the Local Plan which seeks to ensure that the massing, height and scale of proposals respond to the character of the areas in which they are situated and the NPPF.
