REASON FOR REFUSAL 1: The development does not provide the required distance from the edge of the highway to alleviate highway safety concerns. Section 9 of the NPPF states that developments should achieve safe and suitable access to the site for all users. The development is therefore considered to be contrary to the NPPF and Policy D1 of the Rugby Borough Local Plan.

REASON FOR REFUSAL 2: The development is considered unacceptable in its design, siting, scale, and appearance. Policy SDC1 states that development will only be supported where the proposals are of a scale, density and design that responds to the character of the areas in which they are situated. Policy SDC1 further states that factors including the massing and height should also be a key consideration in the determination of planning applications. The siting and scale of the development are unacceptable and have resulted in a prominent and obtrusive fence. The development does not respect the character of the existing dwelling and has a detrimental impact on the character of the surrounding area. The development is therefore considered to be contrary to Policy SDC1 of the Rugby Borough Local Plan.
