REASON FOR REFUSAL: Reason 1 The site is located within the countryside where new development will be resisted. It is considered that the proposed development does not satisfy the three-overarching elements of sustainable development (Economic, Social or Environmental Objective). The equestrian use of the site is for the keeping of horses for personal use only and not for commercial purposes. The applicant has not provided details of their intended use of the Mobile Home for storage purposes and, at this stage, are only considering future growth and the possible re-use and repurposing of the existing structure. The LPA would question whether the mobile home is suitable for the intended use as storage. Additionally, there may be other opportunities to use other buildings, for example, the haybarn, for storage. Finally, as the function of the mobile home is for residential use, there is a strong possibility that the Mobile Home could be used for this purpose in the future. The application site does not reflect the presumption in favour of sustainable development and does not secure development that improves the economic, social and environmental conditions in the area. The application site is located within the countryside, where new development will be resisted. Additionally, the development will not provide sustainable growth and expansion of a lawful equine or equestrian business within a rural area. The proposed development is therefore contrary to policy GP1, GP2, ED4 Reason 2 The Mobile Home and associated arrangement are temporary structures and are not considered to be Previously Developed Land. The mobile home does not have the design or appearance of a building within a countryside location and is beginning to fall into a state of disrepair, which does not contribute to the intrinsic character and beauty of the countryside. Consequently, it is considered that the proposed development is contrary to policy SDC1 of the Local Plan which seeks to ensure that all development will demonstrate high quality, inclusive and sustainable design and new development will only be supported where the proposals are of scale, density and design that responds to the character of the area in which they are situated.
