  2. Based on the information submitted, the proposed EV chargers and supporting substation would ordinarily constitute permitted development under Schedule 2, Part 2, Class E of the GPDO 2015 (as amended). However, permitted development rights relating to the car park were restricted by Condition 3 of the planning permission 17/00190/FUL. As a result, the proposal requires express planning permission from the local planning authority and cannot be considered lawful under this application. Therefore, the development would be unlawful in the absence of planning permission.
