Condition 7 – Wheel cleaning equipment Prior to the commencement of development details of the wheel cleaning equipment shall be submitted and agreed in writing with the Local Planning Authority. All vehicles leaving the site shall pass through the wheel cleaning equipment and enter the public highway free of debris. The wheel cleaning equipment shall be available at the start of construction and retained on site in full working order for the duration of the development. Reason: In the interest of highway safety, in accordance with Policy LP13 of the Peterborough Local Plan (2019) and Paragraph 116 of the National Planning Policy Framework 2024. This is a pre-commencement condition because the details to be approved are required to be put in place before development commences for the duration of the development. Plans & documents submitted in support of the discharge of C7: -Wheel Wash Specification prepared by GP Planning Limited, dated 6th August 2026 Assessment: The Local Highway Authority has reviewed the submitted Wheel Cleaning Equipment Technical Specification and advises that further information is required before Condition C7 can be discharged. Whilst the submission confirms that a 1,125-litre pressure washer bowser is proposed for wheel cleaning, no details have been provided regarding alternative or backup wheel-cleaning equipment should the primary unit become unavailable or cease to function. The applicant is therefore required to provide details of contingency arrangements to ensure wheel-cleaning facilities remain available throughout the construction period. The LHA also notes that insufficient information has been submitted to demonstrate that all vehicles departing the site will pass through the wheel-cleaning equipment and enter the public highway free from mud, debris, or other deleterious material. Although the specification identifies the proposed equipment, it does not explain how the wheel-cleaning process will be managed in practice, whether its use will be mandatory for all departing vehicles, or how compliance with Condition C7 will be monitored and enforced. The submitted specification states that the pressure washer bowser, or similar equipment subject to availability, will be retained on site for the duration of the construction activities. The LHA accepts this commitment. However, to fully satisfy the requirements of Condition C7, the applicant must also provide explicit confirmation that the wheel-cleaning equipment will be installed and operational from the commencement of construction works and maintained in full working order for the duration of the development. Accordingly, the LHA requires the submission of additional information confirming the provision of backup wheel-cleaning equipment, the operational procedures that will ensure all departing vehicles are cleaned prior to entering the public highway, and confirmation that the equipment will be available from the start of construction and retained in full working order throughout the construction phase. Having reviewed the submitted plan, the Officer agrees with LHA that the proposed details are not acceptable and are not in line with the Council's Local Plan policy LP13. As such, the detail submitted is not deemed acceptable for the Local Planning Authority to discharge the condition. Conclusion: The details submitted relating to condition 7 are not deemed acceptable to the Local Planning Authority and do not comply with the submission requirements of the condition. Condition 7 is hereby not discharged.
