Further to your submission concerning the above property, received on 5th August 2026, the Local Planning Authority makes the following comments; Condition 5 (Secure cycle storage) Prior to the commencement of the use of the mezzanine area hereby permitted, details of an enclosed and secure cycle shelter to accommodate 12 staff cycles and an additional 6 visitor cycle stands (12 spaces) shall be submitted and approved in writing with the Local Planning Authority. These areas shall thereafter be retained for the purposes of cycle parking in connection with the development in perpetuity. Reason: In the interests of highway safety and to encourage travel by sustainable modes , in accordance with Policy LP13 of the Peterborough Local Plan (2019) and Paragraph 116 and 117 of the National Planning Policy Framework (2024). Documents and drawings submitted for the condition; - Existing site plan - plan number 7036-SSA-00-RF-DR-A-003 Rev 04 - Proposed site plan - plan number 7036-SSA-00-RF-DR-A-004 Rev 02 - Proposed cycle parking - plan number 7036-SSA-XX-XX-DR-A-007 Rev P03 - Proposed fencing details - plan number 7036-SSA-XX-XX-DR-A-008 Rev P03 - Proposed bike shelter plan plan number 7036-SSA-XX-XX-DR-A-0098 Rev 03 Assessment 6 visitor cycle stands (12 spaces) It is not clear whether the photographic extracts within drawing 'Proposed Cycle Parking 7036-SSA-XX-XX-DR-A-007 Rev P03 are the proposed type of cycle parking and/ or are fitted on site retrospectively. For the avoidance of doubt, front wheel lock cycle parking is not acceptable as it does not comply with the cycle stand specifications set out in LTN 1/20 paragraph 11.4.3. While P- shaped stands are not specifically referenced within LTN 1/20, they may offer similar functionaliity to Sheffield stands. The applicant should provide Sheffield stands or provide justification demonstrating that the proposed P- stands achieve an equivalent standard. 12 staff cycle spaces Drawing 7036-SSA-00-RF-DR-A-004 Rev 02 is achnowledged. This shows the applicant has proposed a cycle parking arrangement for staff which is sheltered from the weather with gated access which is in accordance with LTN1/20. This is acceptable. However, the applicant should clarify whether the gate is lockable. Additinally, to ensure sufficient manoeuvring space within the secure cycle enclosure, it is noted that the gate to the proposed staff cycle parking opens inwards. While accommodating the largest anticipated cycle, this may restrict manoeuvrability while the gate is open. While the existing cycle parking on site also includes gated access, those gates open outwards and do not impede movement due to the sufiicent width of the adjacent footway. Conclusion The requirements of condition 5 of 25/01593/FUL have not been met and the condition may not be considered to be discharged. The submitted details are insufficient to discharge the condition.
