Planning conditions
  1. Condition 23: Phase 3 M Land Prior to the commencement of development on any individual tranche within an ownership area as identified on the approved Development Framework Plan (Plan no. PST021-DFP-101 Rev B), a Site Specific Construction Management Plan, which shall confirm compliance with the relevant Overarching Construction Management Plan pursuant to the ownership area within which the individual tranche is located (as secured under condition 22) shall be submitted to and approved in writing by the Local Planning Authority. The Site Specific Construction Management Plan shall include the following: (i) Construction access including details of the measures to ensure that all construction vehicles can enter the site immediately upon arrival and also the method of segregating construction traffic from general traffic/pedestrians and cyclists (as required); (ii) A scheme for parking of contractor's vehicles and details of the location of contractor's welfare/site office facilities; (iii) A scheme for access and deliveries showing adequate space for vehicles to park, turn, load and unload clear of the public highway or the main employment area access roads; (iv) Details of the location and layout of all materials storage and plant storage compounds. and (v) Details of the means of enclosure of the application site for the construction phase, including details of all types of fencing proposed and a plan showing the location of all the fencing. The above shall be prepared in conjunction with, and make reference to, the Great Crested Newt and Biodiversity Strategies for the relevant ownership area (as secured under conditions C33 and C34 respectively) and the tree protection details (as secured under condition 42) as appropriate. Notwithstanding the above, there shall be no deliveries to the site during peak hours (namely 8-9am and 4-6pm). The development shall thereafter be carried out in accordance with the approved Site Specific Construction Management Plans at all times. Documents/Drawings: Countryside Partnerships Construction Management Plan Phase 3 Fencing Plan - BUD008 13 Assessment (i) Construction access including details of the measures to ensure that all construction vehicles can enter the site immediately upon arrival and also the method of segregating construction traffic from general traffic/pedestrians and cyclists (as required); The main access off the Great North Road was approved under the overarching construction management plan (Condition 22). Construction vehicles will utilise this access to enter the wider site and into Phase 3 compound and contractor car park. There is also a second access into the main site for all construction traffic. The LHA find this acceptable. (ii) A scheme for parking of contractor's vehicles and details of the location of contractor's welfare/site office facilities; (iv) Details of the location and layout of all materials storage and plant storage compounds. The site parking, welfare facilities and material storage are all to the north-east of the site. A block layout has been provided on the plan but this is supported by an aerial image of how the site is currently laid out. Officers note this application is retrospective and the developer is already operating on site. Officers are satisfied that the noisier operations (material storage) are positioned as far away as possible from the properties that are occupied. The location of the contractor parking and site office along the rear of these gardens of the adjacent phase is considered acceptable. It is noted the site cabins are in close proximity to the rear boundaries of the occupied properties and these are stacked currently on site. The cabins will be on site until September 2027. As such the cabins will be unstacked, to sit side by side. Officers are satisfied there is sufficient area within the compound to accommodate this, in order to protect the amenity spaces of the properties backing onto the site. Given the developers have already begun construction and the compound has been set up, the cabins must be unstacked within 30 days of the date of determination. Whilst the Local Highway Authority are happy with the location and layout of the contractor parking, welfare, site office, material storage etc. However, the LHA raised concerns about what happens to the compound once the dwellings in that area are being constructed. The developers have confirmed that the compound will move to the Phase 1b compound once the final dwellings are being constructed as this will still be in place. (iii) A scheme for access and deliveries showing adequate space for vehicles to park, turn, load and unload clear of the public highway or the main employment area access roads; The main access off the Great North Road was approved under the overarching construction management plan (Condition 22). Construction vehicles will utilise this access to enter the wider site and into Phase 3 compound and contractor car park. There is also a second access into the main site for all construction traffic. This is sufficient distance from the main haul road access from the Old Great North Road to ensure deliveries can access the site and will not wait on the highway. The Local Highway Authority find the arrangement acceptable. (v) Details of the means of enclosure of the application site for the construction phase, including details of all types of fencing proposed and a plan showing the location of all the fencing. A supporting plan has been provided which illustrates the site fencing around Phase 3, this being a combination of close boarded fencing onto the residential properties built and heras fencing to the remainder of the construction site. The Construction Management Plan has been revised to incorporate the protection measures as set out in the Biodiversity Strategy. The Wildlife Officer finds the documents suitable. PCC Tree Officer raises no objection to the details. Conclusion Therefore, the requirements of Condition 23 have been fulfilled in relation to Phase 3 M Land. Condition 23 for Phase 3 of the M Land is discharged.
