C16 - Parking Management Plan Prior to first occupation, a car parking management plan shall be submitted to and approved in writing by the Local Planning Authority. The car parking management plan shall include but not limited to; details of how car parking places will be booked to ensure there is no over spill of parking onto the highway. Plans and documents submitted in support of the discharge of C16: - The Wheatsheaf Car Parking Management Plan Rev 1.1 Assessment: Having reviewed the submitted plan, the Officer agrees with the Local Highway Authority, that the proposed parking management plan is insufficient given that there is no pre-booking of visitors avalaible and visitors would be required to make themselves known after arrival before being directed to an avalaible parking space. Such arrangement could result in vehciles waiting within the access road adjacent to the public highway or being turned away due to no spaces avalaible. As such, the proposed parking management plan does not demonstrate how overspill parking and vehicle queuing on the highway would be prevented. In addition, the proposal is insufficient in detail as to how vehicle parking would be managed at staff changeover time given that at worse case scenrio, there could be 10 staff vehicles present at any one time. Further consideration is required such as enabling visitors to pre-book parking spaces to ensure there is parking avalaible when arriving to site. Additional information should also explan how the parking management arrangements will manage vehicle changeovers and ensure parking spaces are avalaible when required to avoid vehicle waiting queung or overspilling onto the public highway. In addition to this, given that the management plan refers to specific parking space numbers, an annotated plan clearly identifying and numbering all proposed parking spaces is required in corrolation with the document. Given the above it is officers opinion that the proposed details are insufficient and not acceptable and as such, the Local Planning Authority cannot discharge this condition. Conclusion: The details submitted relating to condition 16 are deemed unacceptable to the Local Planning Authority and does not comply with the submission requirements of the condition. Condition 16 is hereby not discharged and a new application is required.
