  1. Condition 3 - Final Report of Archaeological Works Prior to the completion of development, the reporting and submission of the final reports for the programme of archaeological works in accordance with the submitted Written Scheme of Investigation shall be submitted to and agreed in writing with the Local Planning Authority. Reason: In the interest of archaeological reporting in accordance with Policy LP19 of the Peterborough Local Plan (2019). Plans and documents submitted in support of the discharge of C3: - PDA report fletton quays HBR and monitoring 26 v2 (date 11/08/2026) - Archaeological Assessment - INV 047 Final Report jan 26 v1 Assessment: Having reviewed the submitted plan, the Officer agrees with the Council's Archaeologist that the proposed details are acceptable and are in line with the Council's Local Plan policy LP19. As such, the detail submitted is deemed acceptable for the Local Planning Authority to discharge the condition. Conclusion: The details submitted relating to condition 3 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 3 is hereby discharged.
  2. Condition 10 - Cycle store Prior to the first occupation of the building hereby permitted, details of the cycle stores within each building including the Mill shall be submitted to and agreed in writing with the Local Planning Authority. The cycle parking within each store needs to accord with LTN 1/20 and set out clearly the number of cycle parking space secured. The cycle stores must be set out in accordance with the approved details prior to the first occupation of the building it serves and must be maintained as such thereafter for perpetuity. Reason: In the interest to encourage sustainable travel methods, in accordance with Policy LP13 of the Peterborough Local Plan (2019). Plans and documents submitted in support of the discharge of C10: - Proposed Cycle Store Setting-out INV-47-160 (received 03/09/2026) Assessment: Having reviewed the submitted plan, the Officer notes the objection from the Local Highway Authority in relation to concerns over the lack of compliance with LTN 1/20. LTN1/20 remains a starting point as the Council has adopted the national guidance to encourage active and sustainable travel methods. However, the Council has accepted the mitigating circumstances due to the site constraints. Contact was made to the provider of the cycle stores to ensure they can work within the size of the cycle stores provided, the provider stated that the layout was acceptable and would work. Comments from the provider were considered alongside considerations against the level of non-compliance against LTN 1/20 (which were limited to some dimensions relating to bike manoeuvring), as well as careful consideration from Officers in terms of workability of the cycle stores. All these factors were considered carefully, therefore it is considered on this occasion that the cycle stores can be accepted due to the site constriants with the changes made including opening the doors outwards. Therefore, whilst the LHA object to the proposal which is due to the conflict with LTN 1/20, it has been agreed that due to the site constraints the cycle store details are acceptable and are in line with the Council's Local Plan policy LP13. As such, the detail submitted is deemed acceptable for the Local Planning Authority to discharge the condition. Conclusion: The details submitted relating to condition 10 are deemed acceptable to the Local Planning Authority and comply with the submission requirements of the condition. Condition 10 is hereby discharged, subject to implementation in accordance with the approved details.
