Condition 8 – Private and public lighting scheme Prior to the first occupation of any dwelling, a private and public lighting scheme shall be submitted to and approved in writing by the Local Planning Authority. The private lighting scheme shall include details for private roads, parking courts and on plot lighting. The lighting scheme shall be implemented in accordance the approved details prior to the occupation of the dwelling to which the scheme relates. Reason: In interests of crime reduction and vulnerability of crime in accordance with PolicyLP16 of the adopted Peterborough Local Plan (2019) and the National Planning Policy Framework (2024). While the proposed replacement of illuminated bollards with lighting columns along the remote footway is welcomed, the detailed street lighting design has not yet been fully assessed or approved by the Local Highway Authority. Officers note that the s38 approval is subject to seperate legislation, however in the context of this application the Local Highway Authority are not offering support for the scheme as it stands. The Highway Authority also advises that a number of previously identified issues remain outstanding. These include the need to ensure that streetlights are positioned at the rear of footways and outside swales, amendments to areas where lighting serving shared surface roads appears to be located outside the extent of the shared surface, and the provision of 1m by 1m build-outs around shared surfaces, together with the removal of footways and edging kerbs where necessary. Revised drawings are therefore required to address these matters. The PCC Pollution Officer, Design Officer, Wildlife Officer and Police Architectural Liaison Officer raise no objection to the revised lighting proposals. They previously noted that bulkhead lights within private courts should be avoided due to the potential for excessive brightness and glare affecting neighbouring properties. Notwithstanding these comments, the Case Officer concurs with the Highway Authority's assessment. As the lighting design remains subject to technical review and a number of layout and design issues remain unresolved, it has not been demonstrated that the submitted lighting scheme fully satisfies the requirements of Condition C8. Accordingly, the condition cannot be discharged at this time. Conclusion: The details submitted relating to condition 8 are not deemed acceptable to the Local Planning Authority and do not comply with the submission requirements of the condition. Condition 8 is hereby not discharged.
